          c. IBM Announces Plans for Business Intelligence, Feb 26, 1998

Dear Tom,
Below is an announcement by IBM on "business intelligence." It indicates we may be on the right track in pursuing a more robust managemnet model than present information technologies offer. I have also attached an SDS record that analyses IBM's announcement.

Hopefully within a month or so I will have a Communication Metrics Web site operational to illustrate how the Internet can efficiently deliver business intelligence generated by the SDS program. This offers a simple explanation of Communication Metrics: It produces "intelligence" by connecting cause and effect over time. Generally, management works better with more intelligence. The Internet can deliver that intelligence anytime anywhere. Therefore, Communication Metrics adds value to management and the Internet. Anyway, see what you think.

For information, attached a letter to Golden Gateway University that submits the USACE report on Communication Metrics, which was requested last December.

Sincerely,

THE WELCH COMPANY
