Dear Stuart,
Thanks again for following up with your letter to HQ DCMA. Possibly Judy might take a look, and indicate whether the Welch method aligns with her sense of KM. If so, her input may be helpful when Wayne returns on July 5, per our telecon this morning.
Wayne Wetzel (406 444 6722) trained himself to use SDS with minimal mentoring. This is not a big track record, so your point is correct that training is a factor for implementing KM. Wayne is Deputy Director of DNRC in the State of Montana. I am sure he would share his experience learning SDS, and comment on the training issue, if you call, or send an email request (wwetzel@state.mt.us).
In any case, I want to confirm that training and mentoring would definitely be required to implement SDS, which is why the FSR role offers a good vehicle for introducing Com Metrics, what you are calling KM.
