Responding to your letter today asking about analysis of Project Office methods in the SDS record for May 25, 1997, I put the articles you requested on the web so that you can take a look.
Incidentally, this method uses the SDS program to provide a new kind of support for Communication Metrics that implements the "project office" idea. Another buzz word that has gained prominence the past few years is Knowledge Management, Knowledge Repository, etc.
The Welch home page has more on Com Metrics, but you get a better feel for the objective and utility by bouncing around SDS records on the web, as you are doing.
