I took a look at the stuff on the Web you pointed to. In answer to your
questions:

Roy appears
to be more of an information technology person. He is
focused on the Enterprise level of an organization. (Beyond any one
department) I think he is serving as a consultant to organizations
trying to get a grasp on the amounts of corporate information available.
He lists a number of Organizational development tasks such as
facilitating in his credentials. I don't know if he is technical or not.

Roy's stuff
is in a language very specific to his IT customers. I didn't
get a lot from what he said other than they will create a data base with
Objects, and somehow we will learn from these. The query and access are
still a mystery to me. He focused mostly on the problem, and very little
on the solution.
- Expected outcome from the
grant.
IP ownership. How to continue if the
deal goes south, and all your and his assets are mixed up. You also need
to consider what is protectable such as copyrights and patents, and what
is not protectable such as business practices, etc. You should also
consider the rights to teach and spread the results. If Roy is a
contractor with a strong teaching/training angle, then he can just give
IT groups the principles, and they could "implement" a system much like
SDS.
