Subject:   IE 7 Upgrade Fails Open Web Page to an Anchor

Today, I updated Windows XP on one my computers, c15. Microsoft provided a notice with the Windows XP update that Internet Explorer 6 can be updated to version 7. Therefore, I implemented the Microsoft notice and installed the IE 7 upgrade.

I have an application that enables precision access, as explained in NWO. One dimension of precision access opens web pages to specified anchors. This has worked well for the past several years, adding value to web browser technology.

The recent update continues to support this feature when opening a file on the Internet, but if the identical command is directed to open the file on the local machine, IE does not execute the command to open the file to specified anchor. Here is the command that is failing...

I:\WINDOWS\system32\dllcache\iexplore.exe "C:\sd\wl\sd\08\00101\02\06\11\02\021916.HTM#6R4O"
..
Again, substituting an Internet address the same command...

I:\WINDOWS\system32\dllcache\iexplore.exe "http://www.welchco.coml/sd\08\00101\02\06\11\02\021916.HTM#6R4O"

...works perfectly.
..
Naturally, I am puzzelled why the commands execute differently.
..
How can I restore the prior version of IE, which did not have this problem?
